MINUTES READ FROM THE 2006 AGM MEETING AND WERE SIGNED AS CORRECT
TREASURERS REPORT READ THROUGH. Accounts signed as true record.
Confirmed that teams who do not pay at Northampton Road do not pay for paint & marking there.
Arising from both 2006 & 2007 Agenda
· · ½ Rounder Rule
Voted 18 for, 11 against to play ½ rounder rule in the league –
½ rounder to be played in 2008 season with review at 2008 AGM.
To confirm ½ rounder goes to the player and can only be scored if the ball is hit. You cannot score half off the last ball.
· · NRA Rules. As the ½ rounder rule was introduced for the 2008 season, it was also voted that the league will play to NRA rules which will include the reduction of the 10 rounder follow on rule to 5 rounders. The Committee during closed season will ensure that all current NRA rules are checked and implemented into our playing rules. Any rules that need to be brought to players attention as they may be different will be highlighted at the Pre Season meeting or in newsletters (first Post)
· · Tournament attendance discussed as was the fact despite changes in 2007 season, attendance was the same. This could have been due to the dates available. 2008 Season will have three tournaments only to include the Clik,. These may be open dependant on numbers and the committee will make a final decision.
· · Score Sheet Deadlines The change to Saturday noon will remain in force as it has seen and improvement.
· · Umpires This was discussed at length as were possibilities of changing the current format. It was voted that teams will not provide their own umpire but designated teams per the handbook fixtures will be arranged as is our normal practice. This will be reviewed at 2008 AGM. The possibility of umpiring qualifications to be run along side the NRA were discussed and agreed that the committee will enquire about how this can be arranged, costs, dates and possible funding through the Sports Council, this can be checked through Deb Craddock (Kettering League) & Sue Handy (Tester).
· · Knock out Cup – Eligible Players. A ruling had been introduced in 2007 to try to ‘police’ players playing in the League knock-out cup who are not necessarily League players. This was not effective and the system considered possibly unfair. The league would hope that teams and players alike enter this competition sportingly. It was voted that players must be registered with the league on or before 01.06.2008 to be eligible to play. Any player or player detail change from 02.06.2008 will have a ‘6’ prefix and not be eligible to play in the knock out cup.
· · Starting Time - Some games have started very late and a number of possible solutions were discussed to stop this but again, it could be very complicated to enforce. The 2008 score sheets will have the box on the bottom which asks the start time and reason for lateness. If the match was late, the results officer will advise the committee and the reason considered. If the reason is not acceptable, a 1 pint fine may be issued against the guilty team.
· · Bad light Ruling Proposed rule agreed –
When light is poor during or before a game, both captains and both umpires will each have one vote to decide if is safe and sensible to continue, the vote governed by the highest number. In the event of a tied vote, the umpires can have one additional joint vote as to continue play or not. The vote can be re-done should the weather deteriorate further.

ANY OTHER BUSINESS
200 club to be run in 2008 Season
Northampton Road pitches – This is still a major concern and correspondence from and to the council was passed to all members. The league will not be charged for the pitches in 2007. The possibility of Symington’s and Great Bowden were discussed too. This is an active issue and needs to be addressed during closed season.
· · Jack Farrow to find out when the next Sport or Council open meeting is and advise league. All players possible are urged to attend and highlight our plight.
· · The committee will look at all options and make the best decision possible whilst keeping all league members informed immediately. If anyone can offer assistance, this would be gratefully received.

Umpiring
Whilst generally this year we have had a great season for the Umpires with the focus that has been made, a small few have made their task rather unpleasant. The committee would like to express their sincere apologies to anyone who has had an unpleasant umpiring experience and remind everyone that we are a friendly league and constant derogatory behaviour is both unnecessary and can lead to rounders being awarded against your team. Please start to support the umpire; we all do it to the best of our ability.

Umpiring
When umpiring in pairs – please can only one person make the decision. Also, both to keep mobile, moving from the oncoming ball & to 4th post with each part of active play
Rule definitions Still some confusion on a couple of matters but it is nice to see we are all thinking.
Definition of hand. When stumping a post, the ball itself does not need to touch the post, just the hand or any part of the hand holding the ball (hand is below the wrist)
Making a Bad ball good This comment is meant that a batter can ‘make the best’ of a bad ball. Also, that a ball may be bad, but if the batter moves before the ball reaches them, it could be that this will then deem the ball good in the eye of the umpire. I.e. a ball which may fall short when the batter starts at the back of the box. If the batter moves forward a period before the ball arrives, on arrival, the ball may be a good ball.
Runner and scorer. If a runner is stumped out on a post, and a potential scorer is running behind, the scorer must also be stumped out – the stumping will not count for both persons.
Registration Fees

Knock Out Cup
It has also come to the leagues attention that 2006 handbook had an omission, subsequently, 2007 has this same omission. At 2005 AGM the following rule amendment was voted by members.
To be eligible to play in a semi final or final of the knock out cup, a player ‘Must have played in three league matches of two innings’. As this rule was voted for in 2005, it must stand.
To enable this to be monitored, the committee request the following procedure is implemented from this date –
Any player not batting in a game should have ‘f’ marked by their name. The umpire should verify that this player has indeed played. Obviously at this stage, this need only apply to teams remaining in the knock out cup.

Remember, when running from one post to another – once stopped, you may position yourself to run on, over the line. The only restriction is that the post must be fully upright or then, if not you may be asked to run on.
If a batter takes their second no ball, the extras still apply. For example - If you hit the ball and run a rounder, you score one and the umpire will mark ½ in the extras column.
You can not be caught out off a no ball.
Sporting Behaviour / General demeanour.
We have received a number of complaints about general ‘nastiness’ and attitude of both players to players and players to Umpires. This is very upsetting at this stage of the league and we should all know better. Barracking is very un-necessary and creates a bad atmosphere!! It has to stop. The Umpire does the best of their ability and this should be respected. This is a fun league – we can all compete but rudeness is not completive and will not be tolerated by umpires.
Remember, should anyone have a justified complaint or issue that they wish to raise with the committee, this should be done in writing to the secretary. Any team representative is welcome to contact the committee and can be assured that their point will receive a full democratic hearing. If any person on the committee is involved with said issue, that person would leave the room to enable an unbiased hearing.
It is suggested however that when an issue arises at a game, umpires be barracked etc, captains should bring their team to order. If an issue is to be raised with the umpire, the captain or a team representative should do this politely, not a team on mass. We should be able to iron out problems as we go, politely, and carry on playing rounders.

The Council is organising a Sport Presentation in order to let people know what sporting activities are available in the area – to encourage growth. Do you have anyone free who would like to play? If so, please let Wendy know by return. We should know what time (1/2hr sample game) by Tuesday 3rd.
Registration Fees
If teams have any more players, please complete the continuation sheets and hand to Flo with fees.
Communication
We are concerned about leaving messages on telephones. If that person was on holiday, the message may not get passed on in time. Please can teams try and speak to someone to ensure messages are received

Umpiring Evening These were a big success and thanks to Sue Handy from everyone. The league is looking to repeat this next year and possibly carry out umpiring qualifications.
A few people are a little unsure on the running on rule between posts. This is not set in stone and left a little to the umpire’s interpretation. If the umpire has to think whether the player ran on, they probably did. A few guide points - If you run past the post in a straight line, you can come back to the post and have not ran on. If you cross the white guide line (turning), the umpire may consider that you have ran on. If you cross the guide line and the post is held and not upright when the ball is live, you will be asked to run on the next post. If you have stopped behind the line, a dead ball situation comes and you prepare for your next run, you may cross the line whilst maintaining contact with the post but it mist remain in the upright position.

There is a fun ‘warm up’ tournament in Leicester (oadby) 22.04.2007. Cash pize for winner & runner up. Anyone interested should contact Kate
The Arthingworth & Bosworth tournament is pencilled in for 02.09.2007 – keep your diary clear.
League Badges
Sew on badges are available from Wendy at £1.50 each. They are an attractive retro style.
200 Club
200 Club tickets will be issued to teams to sell shortly (April). The team who sells the most will win a bat & ball.
Umpiring
A league umpiring course would be very useful it was agreed, Jan will try to arrage this and teams will be advised accordingly.

Photographs should not be taken without prior consent and that should any persons not wish photos to be used, this is adhered to. Any queries can be addressed to Jan in the first instance.
